Is a punishment or a paid vacation for Corpus Christi police officer?

Sounds like a long, paid vacation to me.
A Corpus Christi police captain fired last year after being accused of abusing his position to buy an impounded vehicle has been reinstated, Police Chief Bryan Smith said Thursday.

Smith said an arbitrator in Capt. Jay Vesely's appeal process ruled recently that because no action was taken against Vesely in another similar reported incident, that none should be taken now.

Vesely, a 21-year veteran of the police force, was fired in November 2007.

Vesely, whose reinstatement was effective Wednesday, will receive back pay and could be back at work Monday, Smith said.
He gets back pay, too?
