To Republicans does law and order mean authoritarianism or racism?

I'm reading 'The God Delusion' by Richard Dawkins. Dawkins says Republican calls for 'law and order' are just racist rally slogans. I think of Republicans as being authoritarians to the point of a psychotic break. To me it's like claustrophobia [Democrats] versus agoraphobia [Republicans]. Law and order fits right in with their authoritarian theme. On the other hand, Republicans have been very successful in jailing many of our young black men. Clearly, Republicans are both authoritarian and racist.

Rick Perry makes my point.

Gov. Rick Perry will press for a comprehensive strategy to eliminate gangs, including those that do the dirty work of Mexican cartels, during the legislative session next year, he told thousands of Republicans on Thursday.

"The time has come to stop these murderous thugs in their tracks," Perry said.

Perry told more than 12,000 Republicans, including about 30 El Pasoans, at the party's three-day state convention that Mexican cartels are turning to gangs in the U.S. to peddle drugs and commit other crimes in Texas.

Yes, there is a problem that needs to be addressed. Will Republicans address the real problems or just use this as an opportunity to rally the racist base? So far their track record strongly supports the second approach.
